Az Európai Unió egész területén egységes adatkezelési szabályozás (a továbbiakban: GDPR vagy rendelet) lép életbe 2018. május 25-től. A szabályozás fő célkitűzése, hogy egységesen magas szintű jogi és technikai védelmet biztosítson a személyes adatok számára.

A szabályozás fő célkitűzése, hogy egységesen magas szintű jogi és technikai védelmet biztosítson a személyes adatok számára, előírva, hogy azokat főszabály szerint bizalmasan, az érintett vagy jogszabály rendelkezéseinek megfelelően kell kezelni, és biztosítani kell, hogy jogosulatlan személyek azokhoz ne férjenek hozzá
A GDPR legfontosabb alappillére, hogy az adatkezelőtől minél nagyobb fokú átláthatóságot és elszámoltathatóságot követel meg, nagyobb nyomatékot kap, hogy a teljes adatkezelési folyamatnak transzparensnek kell lennie.
A magyar adatvédelmi jogszabály, rövid nevén az Infotörvény eddig is a legszigorúbbak közé tartozott az Európai Unióban. A rendelet kétségkívül hoz újdonságokat, de a magyar szabályozáshoz képest rengeteg nóvumról azért nem beszélhetünk, az alábbiakban bemutatjuk a fontosabb változásokat, illetve újításokat a jelenleg hatályos szabályozáshoz képest:
1. Az érintett fél hozzájárulásával kapcsolatos követelmények
Az érintett hozzájárulása, mint a személyes adat kezelésének jogalapja, nem új fogalom az adatvédelemben. A GDPR azonban szigorúbb követelményeket vezet be a jelenlegi szabályokhoz képest. Amennyiben a személyes adat kezelésének jogalapja az érintett fél hozzájárulása, a hozzájárulásnak egyértelműnek kell lennie. A továbbiakban a nem tevőleges magatartás már nem számít az ügyfél részéről hozzájárulásnak (Például: A check-boksz előre kipipálása nem minősül kifejezett hozzájárulásnak).
2. Adatkezelés nyilvántartása
Megszűnik a Nemzeti Adatvédelmi és Információszabadság Hatóság (NAIH) hivatalos adatvédelmi nyilvántartása, a jövőben azonban minden adatkezelő köteles adatkezelési tevékenységeiről naprakész nyilvántartást vezetni és azt a hatóság felhívására rendelkezésre bocsátani.
3. Adatvédelmi incidens jelentése
A GDPR szerint az adatvédelmi incidenseket – azaz a személyes adat jogellenes kezelését vagy feldolgozását, így különösen a jogosulatlan hozzáférést, megváltoztatást, továbbítást, nyilvánosságra hozatalt, törlést vagy megsemmisítést, valamint a véletlen megsemmisülést és sérülést – indokolatlan késedelem nélkül, legfeljebb azonban az észlelésüket követő 72 órán belül be kell jelenteni a felügyeleti hatóság, a NAIH felé. Az adatvédelmi incidenseket naplózni és dokumentálni is szükséges lesz.
4. Adatvédelmi tisztviselő
A rendelet az adatvédelmi tisztviselők – a jelenleg hatályos szabályozás megnevezésében belső adatvédelmi felelős – kinevezését az Infotv. szabályainál szélesebb adatkezelői körben teszi kötelezővé. A közhatalmi és közfeladatot ellátó szerv – így a felsőoktatási intézmények esetében is – elrendeli az adatvédelmi tisztviselő kinevezését.
Az adatvédelmi tisztviselő kinevezése az adatbiztonság megerősítését, az érintettek jogérvényesítésének elősegítését célozza. Az adatvédelmi tisztviselő felel azért, hogy folyamatosan ellenőrizze a GDPR-nak való megfelelést, tájékoztassa az adatkezelőt a vonatkozó kötelezettségekről, tanácsot adjon arról, hogy mikor és hogyan kell elvégezni az adatvédelmi hatásvizsgálatot, valamint tartja a kapcsolatot a nemzeti adatvédelmi hatóságokkal és adatvédelmi kérdésekben más személyekkel.
5. Adatvédelmi hatásvizsgálat
Az adatvédelmi hatásvizsgálat egy olyan eljárás, amelynek során az adatkezelő a tervezett adatkezelési műveletet vagy műveleteket áttekinti, megvizsgálja az adatkezelés érintettekre gyakorolt esetleges hatását, felméri annak kockázatait, a kockázatok kezelésének módját, és mindezt megfelelően dokumentálja. Hatásvizsgálatot kell végezni minden olyan adatkezelés tekintetében, amelyek valószínűsíthetően magas kockázattal járnak az érintettekre nézve.
Végezetül, a GDPR alapján harmadik országba csak akkor lehet európai adatokat továbbítani, ha a célországban is megfelelő szintű védelem biztosított a személyes adatoknak.
Az Óbudai Egyetem 2018 januárjától szerződött új foglakozás-egészségügyi szolgáltatója az intézmény valamennyi munkatársa esetében ismét egységes foglalkozás-egészségügyi vizsgálatokat végez április 25-től kezdődően. A szakmai követelményeknek teljes egészében megfelelő adatbázis létrehozása érdekében végzett vizsgálat minden kollégát érint függetlenül attól, hogy az előző szolgáltatónál mikor jelent meg utoljára időszakos munka-alkalmassági vizsgálaton.
Az Óbudai Egyetem új foglakozás-egészségügyi szolgáltatója (Országos Közegészségügyi Intézet Munkahigiénés és Foglalkozás-egészségügyi Igazgatóság, 1096 Budapest, Nagyvárad tér 2.) az intézmény valamennyi Munkatársa számára újra elvégzi a foglalkozás-egészségügyi vizsgálatokat, függetlenül attól, hogy az adott Kolléga az előző szolgáltatónál mikor jelent meg utoljára időszakos munka-alkalmassági vizsgálaton.
Az átfogó intézkedés célja, hogy egy korrekt, a szakmai követelményeknek teljes egészében megfelelő adatbázis jöhessen létre, minden, az egyetem állományában levő Kolléga esetén, amely alapján az elkövetkezendő évek esetleges változásait elemezni, értékelni lehet, és szükség szerinti beavatkozások megalapozását szolgálják.
A vizsgálatot a foglalkozás-egészségügyi szolgáltató szerdai és pénteki napokon rendelési időben, naponként 15 fős csoportok fogadásával valósítja meg.
A feladat nagy odafigyelést és koordinációt igényel, mivel különböző szervezeti egységekhez tartozó több száz dolgozó foglakozás-egészségügyi vizsgálatát kell megszervezni.
A vizsgálaton szervezeti egységenként vesznek részt a Kollégák. Az adott kar, a Rektori Hivatal, a Kancellária által megbízott helyi szervező feladata, hogy vagy a szerdai vagy pénteki napra megszervezi a 15 fős csoportot. A vizsgálati nap előtt 10 nappal ezt elküldi a foglalkozás-egészségügyi szolgáltatónak. A szolgáltató a konkrét nevek ismeretében megadja személyenként a vizsgálat megkezdésének pontos időpontjait, így elkerülhető, hogy a 15 Kollégának nem kell egyszerre megjelennie, a többiekre várakoznia.
A vizsgálatok Budapesten a foglakozás-egészségügyi szolgáltató székhelyén lesznek, ez alól csak az AMK és az ÓE Székesfehérváron dolgozó más szervezeti egységeihez tartozó munkatársai képeznek majd kivételt, mert esetükben a vizsgálatok helyszíne az AMK telephelye lesz Székesfehérváron. A székesfehérvári vizsgálatok megszervezését Pogátsnik Mónika hivatalvezető asszony fogja össze az ÓE valamennyi Székesfehérváron dolgozó munkatársa esetében.
Az újonnan belépő Kollégák előzetes munka-alkalmassági vizsgálatát ez nem befolyásolja, az az eddigiek szerint folyik.

Hence, guest lecturers are requested to present a business or engineering-related topic (mechanical-, safety-engineering, mechatronics or electronics as well as computing) of their choice emphasising the given field’s latest challenges. During theInternational Week You will have possibilities:
to learn more about Keleti Faculty of Business and Management and other faculties of Óbuda University,
to network with other Hungarian and international guest lecturers from our partner universities,
and to visit the best places in our beautiful city.
The working language during the week is English.
We can accept a maximum of two applications per partner institution and applicants will be notified on a first come, first serve basis, so we would like to ask you to register as soon as possible.

Requirements and evaluation of students’ performance: Since Óbuda University students are to attend the lectures of the International Week as an intensive course; they are required to write a test on the topics our guest lecturers have addressed. Lecturers, therefore, are requested to create a test paper consisting of 10 multiple-choice questions with 4 possible answers based on their lectures and send them to the organisers.
For international coordinators: You are invited to represent your institution with flyers and/or other promotional materials. This is an opportunity to promote academic exchanges in general and home institution in particular, to both our local and our Erasmus+ and other incoming students. These marketing materials will be hung on the walls of the campuses. Over this promotion we organise workshops for you to find together the adequate responses to the newest challenges rising on the international relations’ field.
Deadline: It will be announced later.
The number of guest lecturers and coordinators is limited – we cannot accept more than 25 lecturers and 15 coordinators. We accept the applications according to the registration rank.
Charges: There is no participation fee. We expect the delegates to cover travel, accommodation and other expenses through/from the ERASMUS+ funds for staff mobility.
Administration: Colleagues from higher educational institutions with Erasmus+ or Creditmobility inter-institutional agreements with Óbuda University will be provided with an Erasmus+ certificate. Please, ask for the necessary papers for an Erasmus+ Teaching Staff Exchange from your international office. Colleagues from other institutions will be provided with a formal certificate of attendance.

Lessons are open: All students, lecturers and other staff members are most welcome to the lectures and seminars of the International Week.
Registered students of the subject “New challenges of the 21st Century” will receive credits (ECTS) if they meet requirements. Registered students are obliged to write a test in the examination period to fulfil the requirements and gain a final grade of the subject.
Attendance: Registered students have to participate in at least ten, 90-minute-long lessons (any 10 of the lessons listed in the schedule) to fulfil the requirements of attendance (based on Learning and Examining Rules of Students at OE). Registered students get personal certificate about the lectures visited.
Exam:
You have to learn from all the materials - even if You did not attend all the classes - and than you will be given 2-2 questions (with, a,b,c,d alternative answers) of each lessons you participated on the International Week.
You will be graded on the basis of a test.
The test (written) is going to be on the last week of the teaching period, you can choose one occassion of them
